Consultancy opportunity: To undertake a Comprehensive Programme to Enhance Audit Quality on the Continent, including Translation and Contextualization of PAFA’s Quality Assurance Review (QAR) guidance.

The Pan African Federation of Accountants (PAFA) is inviting eligible consulting firms to express their interest in a significant 16-month, multi-country and multilingual assignment under the Strengthening PAFA and Public Financial Management Resilience in Africa (SPRA) Project. 

SPRA is a multinational institutional-support project financed by the African Development Bank through its Transition Support Facility Pillar III and implemented by PAFA. Consistent with Pillar III’s focus on building inclusive, effective and accountable institutions in countries affected by fragility, the Project seeks to strengthen public financial management and support the professionalisation of public-sector accountants and auditors. 

The consultancy will undertake a Comprehensive Programme to Enhance Audit Quality on the Continent, including Translation and Contextualization of PAFA’s Quality Assurance Review (QAR) guidance 

About the assignment 

PAFA has developed the Quality Assurance Review (QAR) Guidance for PAOs and Regulators to provide a structured framework for conducting audit quality assurance reviews in line with international standards and best practices. The QAR Guidance supports consistency and comparability of audit quality across African jurisdictions, clear procedures for Audit Quality Review Teams, and implementation of IFAC’s Statements of Membership Obligations (SMOs), particularly SMO 1. To further enhance audit quality on the continent, PAFA intends to implement a comprehensive programme that includes: 

Translation and contextualisation of the PAFA QAR Guidance for the French environment. 

Development of a QA Reviewer Certificate (including competency framework, curriculum,  

syllabus, tutor and student materials). 

Translation and contextualisation of the QA Reviewer Certificate for the French environment. 

Training of Chairpersons of QAR Commissions and QA Reviewers (both English and French 

-speaking countries). 

Development of an easy-to-use tool to aid Small and Medium Practices (SMPs) in the implementation of ISQM 1 and ISA 220. 

Translation and contextualisation of the SMP tool for the French environment. 

Online dissemination workshops for the SMP tool (English and French). 

The services included under this project are to produce a high-quality French version of the PAFA Quality Assurance Review (QAR)Guidance that is technically accurate, fully contextualised for Francophone Africa, and aligned with IFAC Statements of Membership Obligations (SMOs), OHADA frameworks, and local regulatory systems 

Expertise required 

This multidisciplinary assignment will be implemented in integrated phases covering translation, contextualisation, material development, and capacity-building activities.  

The lead consulting firm should have proven expertise in audit quality frameworks, QA reviews, ISAs, ISQMs, and IFAC SMO implementation. At least 10 years of experience in technical translation, professional guidance development, audit quality assurance, and capacity-building programmes. Strong knowledge of Francophone African regulatory frameworks, including OHADA.Experience designing and delivering training/workshops for PAOs and regulators. Demonstrated ability to manage complex, multi-component assignments with subcontracting. Fluency in English and French (native-level technical French writing). Prior experience with AfDB or similar international development partners is an advantage. The Firm must have the flexibility and systems to subcontract specialised services (e.g., translation, logistics) while maintaining full accountability. 

The consulting firm will be selected through the Quality- and Cost-Based Selection method in accordance with the African Development Bank’s Procurement Framework for Bank Group-Funded Operations.
