Consultancy opportunity: Implementing the ATQA in four target countries (Including the Translation and Contextualisation of the ATQA for the Francophone and Lusophone Environments)
TO IMPLEMENT THE ACCOUNTING TECHNICIAN QUALIFICATION FOR AFRICA (ATQA) IN FOUR TARGET COUNTRIES (INCLUDING THE TRANSLATION AND CONTEXTUALISATION OF THE ATQA FOR THE FRANCOPHONE AND LUSOPHONE ENVIRONMENTS)
The Pan African Federation of Accountants (PAFA), a partner in the ATQA, is inviting eligible consulting firms to express their interest in a significant multi-country and multilingual assignment under the Strengthening PAFA and Public Financial Management Resilience in Africa (SPRA) Project.
SPRA is a multinational institutional-support project financed by the African Development Bank through its Transition Support Facility Pillar III and implemented by PAFA. Consistent with Pillar III’s focus on building inclusive, effective and accountable institutions in countries affected by fragility, the Project seeks to strengthen public financial management and support the professionalisation of public-sector accountants and auditors.
The consultancy will support the implementation and sustainable national delivery of the ATQA in Burundi (French), Mozambique (Portuguese), São Tomé and Príncipe (Portuguese) and Somalia (English).
About the Accounting Technician Qualification for Africa (ATQA)
The ATQA materials include the curriculum framework; syllabus; authors, examiners and qualifications registration guidance; and, for each core module, a student textbook, trainer guide, question bank, mock examination and mock examination answers. The qualification currently comprises six core modules and country-level modules that may include Law, Taxation and Public Sector content. The final structure and materials will be those approved through the separate ATQA update.
About the assignment
The consultancy will support country-level implementation and sustainable national delivery of the ATQA in Burundi (French), Mozambique (Portuguese), São Tomé and Príncipe (Portuguese) and Somalia (English). It combines the faithful translation of the ATQA from English into French and Portuguese; continental contextualisation for Francophone and Lusophone Africa; and country-level implementation of the qualification in all four target countries.
The assignment will establish the governance, administration, tuition, assessment, quality assurance, certification, student-support and sustainability arrangements required for delivery.
Expertise required
This multidisciplinary assignment requires expertise to deliver professional translation, accountancy education and qualification development, continental and country contextualisation, roadmap development, multi-country implementation and student rollout.
The lead Consulting Firm should have at least seven years of relevant institutional experience in professional education, qualifications, certification, capacity development or comparable assignments.
Appropriate French-, Portuguese- and English-language capacity and relevant country or regional expertise are essential. Consulting firms may apply individually or form joint ventures to provide the complementary capabilities required.
The consulting firm will be selected through the Quality- and Cost-Based Selection method in accordance with the African Development Bank’s Procurement Framework for Bank Group-Funded Operations.
